According to the Mail report, white homosexual males are also
barred from the recruitment workshop, so your thread title is
wrong.

Simon Downey, director of capability and resources, said the
workshops are "designed specifically to speak directly to these
groups" to encourage more people to apply.

He added that no one will face discrimination during the hiring
process.

BTP wants to increase the number of women in senior posts and
officers who are black or from an ethnic minority, which is
currently about 10% of the workforce.

Apparently the alleged discrimination relates to the pre selection process. The
actual selection process is unaffected. Perhaps I am wrong, so please forgive
me, but in the intial stages it is legally legitimate for employers to encourage
under represented groups to apply so that overall applicants are more
representative of the population the employer aspires to serve.

Is everything else not open to women and black or ethnic minority
applicants.
