It's something of a non-story really. What actually happened was the
status of a bar that was previously there is to be preserved. Nobody is
to be 'forced' to conjour up a gay pub where none had existed before.

we'd all have to go to gay bars. And he could also order all schools to
get their school meals supplied by gay bar kitchens. Ooh hello akbar!

The article says half the gay pubs / bars in London have closed. There are plenty of places in the UK where more than half of all pubs have closed, but the main reason why gay pubs are no more is that gay people don't feel they have to go to a gay pub anymore to feel safe and not suffer abuse.
