The UK has a lot lower crime rate than many other countries with
supposedly "tough" jails. In fact, the only countries where it is
lower have even better human rights observance.
How a society rehabilitates offenders is perhaps the truest measure
of civilisation. I think Churchill said something along these lines.
Prison should be spartan and disciplined, yes, but abusive or
dangerous, no. That's because it is essentially a hospital for those
suffering from an ethical deficiency or antisocial personality.
Effective punishment is about correcting these traits, not further
brutalising or institutionalising those in it's care.
Politically correct? No, factually correct.

The treadmill should be re-introduced into prisons. Together with modern
technology this would transform prisons from an expense to taxpayers into
a financial gain while at the same time providing necessary punishment to
inmates. To achieve this the treadmills would be connected to electrical
generators feeding power into the national grid. In order to provide an
uninterrupted 24 hour power supply the treadmills would be operated on an
eight hour three shift system. Maximum efficiency would be assured by
giving an extra portion of gruel to the shift which produced the most
electricity in every 24 hour period.

The total power generation of all Britain's prisons would probably equal a
new nuclear plant. Everybody would gain through this, prisons would become
profitable and prisoners would get the punishment they need.
